     AN ACT relating to crimes and punishments.
     Amend KRS 189A.010 to lower the blood alcohol level required to qualify as an aggravating factor from 0.18 to 0.15; to create a per se DUI violation for having certain controlled substances in one's blood or urine, and to create a rebuttable presumption of impairment for marijuana; amend KRS 218A.1415 to include ingested substances within the offense of possession of a controlled substance in the first degree; amend KRS 304.39-080 to include the prohibition on operating a motor vehicle without insurance from a penalty statute (KRS 304.99-060) to a substantive statute.
