HB 185/FN (BR 833) - H. Moberly Jr, Ji. Lee, J. Comer Jr, C. Miller

     AN ACT relating to health care, and making an appropriation therefor.
     Create new sections of KRS Chapter 211 to declare legislative findings regarding cardiovascular disease in Kentucky and the need for a statewide initiative to reduce the impact of cardiovascular disease and to increase knowledge based business in Kentucky; specify goals of the initiative; specify board members and terms and permit reimbursement for travel expenses only; require the board to establish goals and business plans for 1, 3, 5, and 10 year time periods that address outreach, early identification, education, follow-up strategies for at-risk populations, improving access to information for patients and health care professionals, research on cardiovascular disease and treatment, commercialization of products, and patient privacy protections; require board to present plans to the General Assembly prior to expenditures or implementation and make business plans available to the public; specify that appropriation shall not lapse but be carried forward; appropriate $2,000,000 for fiscal year 2006-2007 and $8,000,000 for fiscal year 2007-2008.

     HCS/FN - Retain the provisions of the original legislation; amend KRS 216.267 to allow the board to establish a public or nonprofit e-Health corporation to facilitate public-private collaboration in the implementation and development of the Kentucky health network; amend the appropriation to appropriate federal funds to support the Kentucky Health Information Partnership.

     HCA (1/Title, H. Moberly Jr) - Make title amendment.

     HFA (1, H. Moberly Jr) - Retain original provisions; attach the KCDI board to the Cabinet for Health and Family Services for administrative purposes; permit board to create public or nonprofit corporation that may receive and expend funds; require corporation to have audits, report on expenditures, and report to legislative committees; permit the cabinet to spend funds on the KCDI; make technical amendments.

     SCS/FN - Retain provisions of GA version of bill; specify that appointments of the board of the Kentucky Cardiovascular Disease Initiative shall be made by the Cabinet for Health and Family Services instead of the Council on Postsecondary Education; add one additional representative from a children's teaching hospital.

     CCR - Cannot agree.

     FCCR - Make technical changes relating to member terms; permit commercialization of intellectual property as well as the development of an Internet-based data repository; specify that the KCDI and e-Health boards shall submit to, rather than conduct, an independent audit.
