     Amend KRS 139.110 to exclude from the definition of "retailer" an auctioneer when the auctioneer performs a charitable auction, without charge, for churches, schools, civic clubs, or other resident, nonprofit charitable, religious, or educational organizations; EFFECTIVE August 1, 2007.
