     AN ACT relating to cigarettes.
     Create new sections of KRS 227 to require cigarettes sold and distributed in Kentucky to comply with fire-safe performance standards; define, "cigarette", "manufacturer," "quality control and assurance program," "repeatability," "retail dealer," "sale," "sell," "wholesale dealer"; establish cigarette ignition propensity testing standards; allow for equivalent cigarette ignition propensity testing standards; require periodic reporting to the Legislature; require manufacturers to submit written certifications to state; set out requirements for cigarette package markings; specify civil penalties for violations; empower state agencies to conduct inspections; create special "Fire Prevention and Public Safety Fund"; allow for exemptions; specify federal pre-emption.

     HCS - Retain original provisions; include "FS" as a permissible marking for placement on an individual package of cigarettes.

     HFA (1, J. Jenkins) - Require that the New York Fire Safety Standards for Cigarettes shall be the persuasive authority in the implementation of the Act.
