HB 291/FN (BR 1028) - R. Henderson, H. Moberly Jr, L. Clark, M. Henley, A. Koenig, T. Moore, J. Richards, T. Riner, S. Santoro, D. Sims, A. Wuchner

     AN ACT relating to the Kentucky educational excellence scholarship program.
     Amend KRS 164.7881 to delete retroactively the three year time limit on the extension of eligibility for a Kentucky educational excellence scholarship for service in the U.S. Armed Forces, U.S. Public Health Service, Peace Corps, or Americorp.

HB 291 - AMENDMENTS


     HCS/FN - Retain original provisions, except change the increment of the time extension provided to students who were on active duty military status from months to years; establish that the number of months served on active duty status shall be rounded up to the next higher year.

     HFA (1, R. Palumbo) - Permit an extension of the scholarship for a student who suffers an injury as a victim of or party to a crime when certified by an attending physician.

     SCS - Amend KRS 164.507 to waive the public higher education or vocational tuition of a person who is the child of a deceased veteran and who is under the age of 26, rather than who is under the age of 23; amend KRS 164.515 to waive the public higher education or vocational tuition of a person who is the child of a permanently and totally disabled veteran or member of a reserve component and who is under the age of 26, rather than under the age of 23; amend KRS 164.7881 to delete retroactively the three-year time limit on the extension of eligibility for a Kentucky educational excellence scholarship for service in the U.S. Armed Forces and permit extensions based on the number of months served on active duty status; eliminate the automatic reduction in the maximum award because of grade point averages if an eligible postsecondary education student demonstrates to the satisfaction of the authority that his or her education was interrupted during the award period for reasons specified in this section.

     SCA (1, C. Borders) - Amend KRS 164.7874, relating to the Kentucky Educational Excellence Scholarship program, to include an out-of-state public institution in a contiguous state that participates in a Council on Postsecondary Education approved tuition reciprocity agreement as a "participating institution."

     CCR - Cannot agree.

     FCCR (1) - Retain original provisions of HB 291/SCS, except add new section to amend KRS 164.7874 to provide that a student may use his or her KEES award in an out-of-state public institution that lies in a county contiguous to Kentucky, if that institution participates in a tuition reciprocity agreement approved by the Council on Postsecondary Education and that is a member of the Educate the Tri-State consortium; add section to authorize the University of Kentucky to use its own receipts to lease-purchase and renovate Samaritan Clinical Facility.

     FCCR (2) - Retain original provisions of HB 291/SCS, FCCR 1, but add provision to state that the purpose of funds for construction of the New Science Complex-Phase III at Murray State University will be used for the chemistry building and the physics building.
