HB 313 (BR 983) - R. Webb
AN ACT relating to the development of primary care centers.
Create various new sections in Subchapter 20 of KRS Chapter 154 to establish definitions; create a revolving loan program to provide financial assistance to nonprofit, primary care centers licensed under KRS Chapter 216B; require primary care centers eligible for funding to provide health care services in a medically underserved area, underserved population, or health professional shortage area as designated by the United States Department of Health and Human Services; permit the Kentucky Economic Development Finance Authority to receive, appropriate, borrow money, and issue bonds to fund the revolving loan program; permit the authority to promulgate administrative regulations and establish the terms and conditions for loans; specify that a loan shall be or a period of less than ten years and be no greater than $1,000,000; fix the interest rate at the Wall Street Journal's published prime rate with a minimum interest rate of five percent; and prohibit the obligations issued from being deemed to constitute a debt or obligation of the Commonwealth; EFFECTIVE July 1, 2008.
HB 313 - AMENDMENTS
HFA (1, R. Webb) - Require primary care centers eligible for funding to provide services in a medically underserved or health professional shortage county, rather than a medically underserved or health professional shortage area; require primary care centers eligible for funding to provide services in a medically underserved or health professional shortage county where there is not an existing hospital in the county; require documentation of an agreement of support or collaboration between the eligible primary care center and each hospital in the county if there is an existing hospital in the county; and, make technical corrections.
HFA (2, R. Webb) - Retain the original provisions; amend KRS 216B.155 to exempt community mental health centers, primary care centers not operated by a hospital, and rural health clinics not operated by a hospital from the requirement that health facilities use the application form and guidelines established under KRS 304.17A-545(5) for assessing the credentials of providers applying for privileges.
