AN ACT amending 2006 Kentucky Acts Chapter 252, relating to appropriations for the operations, maintenance, support, and functioning of the executive branch of government of the Commonwealth of Kentucky, and declaring an emergency.
Amend 2006 Kentucky Acts Chapter 252, the state/executive branch budget bill, to appropriate additional moneys to the Department of Veterans' Affairs for the Veterans' Personal Loan Program, a veterans' personnel advocate, a conservator program, additional operating support, and increased debt service for Western Kentucky Veterans' Center bonds; appropriate additional moneys to the Kentucky Infrastructure Authority for debt service for new Fund B program bonds and others; increase Military Affairs' restricted funds for debt service to support new agency bond funds; appropriate additional moneys for the Commission on Human Rights to implement the changes recommended by the Blue Ribbon Panel; appropriate additional moneys to the Governor's Office for Local Development for debt service for Louisville Zoo-Glacier Run bonds, Community Economic Growth Program bonds, and Muhammad Ali Center bonds, and to increase support for administration of the Area Development Districts; provide debt service to support new bonds for animal shelters; appropriate additional moneys to the Kentucky Retirement Systems to provide an additional $25,000,000 for the Kentucky Retirement Systems Insurance Fund; decrease the Kentucky River Authority's restricted funds; provide debt service from the general fund for Kentucky River Locks and Dams Maintenance and Renovation Pool bonds and reduce restricted and agency bond funds; appropriate additional moneys to the Teachers' Retirement System to provide an additional $25,000,000 for the Kentucky Teachers' Retirement System's medical insurance fund; appropriate additional moneys to Tourism for expenses related to hosting the Ryder Cup; appropriate additional moneys to Parks for new debt service for Parks Renovation Pool bonds and to provide additional operating support; appropriate additional moneys to the Horse Park Commission for new debt service for Outdoor Stadium bonds and Horse Park Roads and Pedways bonds; provide debt support for Upgrade HVAC Systems bonds under the State Fair Board; appropriate additional moneys to the Historical Society for a grant to the Frazier International History Museum; appropriate additional moneys to the Economic Development Cabinet - Secretary for the Small Business Innovation Research grant program and for the High-Tech Construction/Investment Pool; appropriate additional moneys to the Economic Development Cabinet - Financial Incentives for increased debt service for Economic Development Bond Pool bonds and $10,000,000 for training grants to Ford Motor Company; provide debt service for On-Line Assessment bonds and Knowledge Management Portal bonds under the Department of Education - Operations and Support Services; appropriate additional moneys to the Department of Education - Learning and Results Services for the Mathematics Achievement Fund; appropriate additional moneys to the Environmental and Public Protection Cabinet - Horse Racing Authority for support of the Authority's recommendations and the management and financial audit; appropriate additional moneys to the Finance and Administration Cabinet - General Administration for expenses related to the Blue Ribbon Commission on Public Employees Retirement Systems; appropriate additional moneys to the Finance and Administration Cabinet - Debt Service; appropriate additional moneys to the Cabinet for Health and Family Services - Public Health for the human papillomavirus vaccine and pandemic influenza antiviral drugs; appropriate additional moneys to the Cabinet for Health and Family Services - Health Policy for e-health initiatives; appropriate additional moneys, increase restricted and federal funds to the Cabinet for Health and Family Services - Community Based Services for private child care provider rate increases and provide debt service for Brooklawn Child and Family Services bonds; appropriate additional moneys to the Justice and Public Safety Cabinet - Justice Administration for the Drug Interdiction Program; appropriate additional moneys to the Justice and Public Safety Cabinet - Juvenile Justice for additional operating support; appropriate additional moneys and decrease restricted funds to the Justice and Public Safety Cabinet - State Police for additional operating support and for the Drug Interdiction Program; appropriate additional moneys to the Justice and Public Safety Cabinet - Corrections - Adult Correctional Institutions for additional operating support; appropriate additional moneys to the Justice and Public Safety Cabinet - Vehicle Enforcement for the Drug Interdiction Program; appropriate additional moneys to the Council on Postsecondary Education to provide debt service for new bonds for colleges and universities, research support - lab renovation at UK and UofL, and information technology and equipment acquisitions; appropriate additional moneys to the Kentucky Higher Education Assistance Authority for the College Access Program, the Kentucky Tuition Grant Program, and for student financial aid; appropriate additional funds to the Kentucky Community and Technical College System for the Jefferson Community and Technical College Truck Driving Program; add a Budget Reserve Trust Fund section at the end of Part I - Operating Budget; amend Part II - Capital Projects - Appropriations for Projects not Line-Itemized to add Community Economic Growth Program, Capital Renewal and Maintenance Bond Pool, Postsecondary Education Institutions Technology and Equipment Pool, and Postsecondary Education Institutions Research Support/Lab Renovation and Equipment Pool; amend Part II - N. Infrastructure for Economic Development Fund for Coal-Producing Counties to replace projects within Clay County, Hancock County, Laurel County, Webster County, and Whitley County; amend Part II - O. Infrastructure for Economic Development Fund for Non-Coal Producing Counties to replace projects within Carlisle County and add projects to Muhlenberg County and Pike County; amend Part IV - State Salary/Compensation and Employment Policy - Salary adjustments to include a cite to KRS 151B.035, relating to personnel of the Office of Career and Technical Education; amend Part IV - General Fund Budget Reduction Plan; amend Part VII - General Fund Surplus Expenditure Plan; amend Part VIII - Road Fund Budget Reduction Plan; amend Part XI - State/Executive Branch Budget summary; EMERGENCY.
