     Amend KRS 171.270 to increase fees for librarian's certificate; amend 171.280 to identify additional sources of funds to be included in the librarian's certification fund; amend KRS 173.810 to clarify membership and purpose of the Kentucky State Advisory Council on Libraries; make technical changes.
