HB 400 (BR 1214) - J. Wayne, L. Clark

     AN ACT relating to the Kentucky State Fair Board.
     Amend KRS 247.140 to authorize the Kentucky State Fair Board to manage other properties; amend KRS 247.150 to provide authority for police protection; amend KRS 247.190 to restrict payment of expenses for managed properties to income or funds generated by the managed property.

HB 400 - AMENDMENTS


     SCS - Retain original provisions; amend Section 4 of 2007 HB 549 to allow wage assessments in local only development areas; amend various other sections of 2007 HB 549 to make technical corrections; create a new section of KRS Chapter 156 to provide that family resource and youth services centers be designated to meet the needs of children and their families by providing services to enhance the student's ability to succeed in school; provide priority to economically disadvantaged students and families; provide for family resource centers and youth services centers to be located either in or near each elementary school in the Commonwealth in which 20 percent or more of the student body are eligible for free or reduced-price school meals; establish core components for each site; establish a grant program to provide financial assistance to eligible school districts to establish or maintain family resource or youth services centers; provide that the Cabinet for Health and Family Services shall award grants pursuant to KRS 156.4977; provide that any family resource center or youth services center that receives funding for one year or more shall not be considered ineligible for funding based solely on the percent of the student body eligible for free or reduced-price school food program, unless that figure is less than 20 percent for five consecutive years; prohibit a school district from operating a family resource center or youth services center that provides abortion counseling or makes referrals to a health care facility for the purposes of seeking an abortion; create a new section of KRS Chapter 194A to provide that the Division of Family Resource and Youth Services Centers of the Department for Human Support Services shall promulgate an administrative regulation to implement the provision of this Act that relates to family resource and youth services centers; provide that the regulations shall include but not be limited to requirements for applicants for continuation funding of a family resource or youth services center and center staff training.
