     AN ACT relating to motor vehicles.
     Create a new section of KRS Chapter 186 to prohibit any person from producing an ignition key or other device designed to operate a lock on a motor vehicle or start a motor vehicle for any person on the basis of a motor vehicle identification number (VIN) without making a record that includes photo identification and a valid motor vehicle registration certificate, insurance identification card, insurance policy, or certificate of ownership; require records pursuant to be kept for five years; prohibit denying a lessor or lienholder lawful access to a motor vehicle.
