     AN ACT relating to equine transactions.
     Create a new section of KRS Chapter 230 to require persons who act as agents or consignors of equines to obtain a license; require the Kentucky Horse Racing Authority to promulgate administrative regulations relating to the licensing and regulation of bloodstock agents and equine consignors, including prescribing licensing and renewal forms and establishing licensing fees, disciplinary procedures, and standards of conduct; set out the grounds by which a license may be suspended or revoked.
