     AN ACT relating to commercial driver's licenses.
     Amend KRS 281A.010 to expand the definition of "Conviction" to include a plea of nolo contendere and define the term "vehicle"; amend KRS 281A.050 to clarify existing exemptions from CDL requirements for military personnel and farmers; amend KRS 281A.080 to include violations of railroad crossing offenses or KRS 189.500, 189.560, or 189,565 under the classifications of drivers that an employer may not allow, permit, or authorize to drive a commercial motor vehicle; amend KRS 281A.150 to set the fee for new and renewal CDLs which carry a "S" endorsement at $20; eliminate reference to an "S" restriction; amend KRS 281A.160 to exempt applicants for CDLs which carry a "S" endorsement from being charged a testing fee; eliminate reference to an "S" restriction; amend KRS 281A.170 to eliminate references to an "S" restriction; amend KRS 281A.190 to provide that disqualifications for three or more serious traffic violations shall be levied consecutively; amend KRS 281A.240 to allow holders of a valid CDL issued in Canada or Mexico to operate a commercial motor vehicle in the state; amend KRS 281A.270 to eliminate the expiration date on the Transportation Cabinet's authority to adopt federal motor carrier safety regulations contained in 49 CFR Part 383.
