AN ACT relating to methamphetamine contamination.
Create a new section of Subchapter 1 of KRS Chapter 224 to establish standards and procedures for the cleanup of properties contaminated by clandestine methamphetamine production; define terms; provide statutory standards for cleanup and allow alternative standards by administrative regulation; require contractors to register with the Environmental and Public Protection Cabinet and meet certain requirements to attain certification; provide for notification to local health departments of property contamination; amend KRS 198A.040 to require the Kentucky Housing Corporation to establish a program to assist persons and families of lower and moderate income to help defray costs of assessment and decontamination services.

HFA (1, T. Pullin) - Require that before the Environmental and Public Protection Cabinet certifies a contractor that contractor shall post a surety bond or other financial assurance in the amount of $500,000 and shall provide proof of insurance; require that the day a local law enforcement agency learns of methamphetamine contamination of a property that agency shall notify the local health department, by fax or e-mail, of the contamination; require the local health department to post a notice of methamphetamine contamination on the contaminated property.
