AN ACT relating to strategies to improve academic achievement.
Create a new section of KRS Chapter 158 to establish the Advanced Placement Incentive Fund for the establishment and expansion of AP courses in calculus, physics, and chemistry, beginning in 2008-2009 by providing grants to schools, funding the cost of exams, and providing monetary rewards to teachers whose students score high on the AP exams; amend KRS 158.007 to modify the definition of "Advanced Placement" or "AP"; amend KRS 158.622 to delete obsolete date references; amend KRS 158.6453 to require reporting on AP participation, beginning in 2009-2010; amend KRS 160.348 to conform; no later than 2008-2009, require the Kentucky Department of Education to pay for the cost of AP examinations for public school students; amend KRS 164.002 to modify the definition of "Advanced Placement" or "AP"; amend 164.098 to delete obsolete date references; amend KRS 164.7874 to conform; amend KRS 164.7879 to provide a supplemental KEES award to students who are eligible for free of reduced price lunch of $200 for each AP exam score of "3", $250 for each AP exam score of "4", and $300 for each AP exam score of "5"; amend KRS 164.7881 to eliminate retroactively the three year limit on the extension of eligibility for a Kentucky Educational Excellence Scholarship (KEES) award for a student who was unable to enroll or complete an academic term due military service; amend KRS 164.7885 to require a school to submit AP scores to the Kentucky Higher Education Assistance Authority, unless the authority receives the scores directly from the testing service; require a school to report a student's eligibility status for free or reduced-price lunch; require qualifying AP scores to be included in the calculation of KEES awards.
SB 1 - AMENDMENTS
SCS - Create a new section of KRS Chapter 158 to establish the Advanced Placement incentive fund for the establishment and expansion of AP courses in calculus, physics, and chemistry, beginning in 2008-2009; establish that funds shall be used to pay for the cost of AP exams, provide two-year grants to middle and high schools, provide monetary rewards to teachers whose students score high on AP exams in calculus, chemistry, and physics, and provide scholarships for AP courses in calculus, chemistry, and physics through the Kentucky Virtual High School; require the Kentucky Board of Education to promulgate administrative regulations; require the Kentucky Department of Education to administer the incentive fund, approve grant recipients, and distribute funds; establish qualifications for receiving a grant and the permissible uses of funds; require the Kentucky Board of Education to establish long-term and annual statewide goals; require the Kentucky Department of Education to develop and implement a research agenda measuring progress against statewide goals; require the department to submit an annual report to LRC by December 1; establish the amounts of monetary awards for AP calculus, chemistry, and physics teachers based on student test scores and eligibility for free or reduced price lunch; set a maximum annual aggregate award amount of $10,000 per teacher; establish that the monetary awards for teachers shall not be used in the calculation for contributions for KTRS; create a new section of KRS Chapter 158 to require the Kentucky Department of Education, no later than September 1, 2008, to establish the Middle School Mathematics and Science Scholars Program; require the program to offer two-year renewable grants to middle schools to support intensive, accelerated student learning in mathematics and science; require that program offerings be provided at no cost to students; set forth activities that may be supported by the program; require the program to focus attention on attracting members of subpopulations with academic achievement gaps to participate; amend KRS 156.160 to require the Kentucky Board of Education, beginning in 2008-2009, to promulgate administrative regulations to require courses of study or educational experiences in all middle and high schools to fulfill the prerequisites for AP courses in calculus, chemistry, and physics; require a school-based decision making council to adopt a curriculum that conforms; amend KRS 158.007 to modify the definition of "Advanced Placement" or "AP"; amend KRS 158.622 to delete obsolete date references; amend KRS 158.6453 to require reporting on AP participation on school report cards, beginning in 2009-2010; amend KRS 160.348 to require that high school students with the required prerequisite courses shall be admitted to courses offering college credit; require the Kentucky Department of Education no later than 2008-2009, to pay for the cost of AP examinations for public school students; amend KRS 164.002 to modify the definition of "Advanced Placement" or "AP"; amend KRS 164.098 to delete obsolete date references; amend KRS 164.7874 to conform; amend KRS 164.7879 to provide a supplemental KEES award to students who are eligible for free or reduced-price lunch based on AP examination scores; amend KRS 164.7881 to eliminate retroactively the three-year limit on the extension of eligibility for a Kentucky Educational Excellence Scholarship (KEES) award for a student who was unable to enroll or complete an academic term due to military service; amend KRS 164.7885 to require a school to submit AP scores to the Kentucky Higher Education Assistance Authority, unless the authority receives the scores directly from the testing service; require a school to report a student's eligibility status for free or reduced-price lunch; require qualifying AP scores to be included in the calculation of KEES awards.

establish that the fund may receive funds from public and private sources; require funds to be distributed only after all other available funds have been obligated; require the Kentucky Board of Education (KBE) to promulgate administrative regulations; require the Kentucky Department of Education (KDE) to administer the fund, develop the application and approval process for the energy technology career track program, approve grant recipients, and distribute funds; require KDE to pay the fees, expenses, and stipends for advanced science and mathematics summer institutes for teachers; set forth the criteria to be taken into account for determining the amounts to be distributed to high schools; establish permissible uses of funds distributed to support advanced science and mathematics courses; require high schools receiving funds to provide assurances that all teachers will participate in summer institutes, and all students completing AP and International Baccalaureate (IB) courses will take the related examinations; require KBE to establish long-term and annual statewide goals; require KDE to develop and implement a program evaluation framework; require KDE to submit an annual report to LRC by December 1; create a new section of KRS Chapter 158 to require KDE to establish the Middle School Mathematics and Science Scholars Program; require the program to offer two-year renewable grants to middle schools to support intensive, accelerated student learning in mathematics and science; require that program offerings be provided at no cost to students; set forth activities that may be supported by the program; require that grant applications ensure that participants have the requisite skills and will receive ongoing, relevant professional development; amend KRS 156.555 to require the Center for Middle School Academic Achievement to assist Middle School Mathematics and Science Scholars Program grant recipients with professional development; amend KRS 158.007 to modify the definition of "Advanced Placement" or "AP" and "core curriculum"; amend KRS 158.622 to delete obsolete date references; amend KRS 158.6453 to require reporting on AP and IB participation and test scores on school report cards; amend KRS 160.348 to require KDE to make available to middle and high schools information regarding the prerequisites for success in secondary, AP, and IB courses; require KDE to provide instructional supports to teachers, including professional development for assisting students enrolled in the KVHS; require that all students with prerequisite courses shall be admitted to AP, IB, dual credit, or dual enrollment courses; require a school to permit a student to enroll in a course with the KVHS if the school does not offer it; require KDE to pay for the cost of AP and IB examinations for public school students, as soon as funds are available; establish that all middle school students shall have access to a rigorous curriculum; require each middle school to establish a policy on the recruitment and assignment of students to secondary work and require them to make secondary courses available to students; amend KRS 164.002 to modify the definition of "Advanced Placement" or "AP" and define "International Baccalaureate"; amend KRS 164.098 to delete obsolete date references; amend KRS 164.525 to require the Center for Mathematics to advise KDE and KBE regarding the Middle School Mathematics and Science Scholars Program; amend KRS 164.7874 to conform; amend KRS 164.7879 to provide a supplemental Kentucky Educational Excellence Scholarship (KEES) award to students who are eligible for free or reduced-price lunch based on AP or IB examination scores; amend KRS 164.7881 to eliminate retroactively the three-year limit on the extension of eligibility for a KEES award for a student who was unable to enroll or complete an academic term due to military service; amend KRS 164.7885 to require a school to submit AP and IB scores to the Kentucky Higher Education Assistance Authority, unless the authority receives the scores directly from the testing service; require a school to report a student's eligibility status for free or reduced-price lunch; require qualifying AP and IB scores to be included in the calculation of KEES awards; create a new section of KRS Chapter 161 to require the Education Professional Standards Board to develop a training program for school personnel to become online coaches to provide support students enroll in the KVHS; require, by July 1, 2009, at least one person in each middle and high school to have successfully completed the online coaches training.

Rasche) - Amend to authorize the Kentucky Department of Education to use up to 1 percent of the science and mathematics advancement fund to contract for services to administer the program; clarify the requirements for the annual report and program evaluation framework; require funds appropriated to pay for AP and IB examinations to be distributed only after all other available funds have been obligated; make technical corrections; and make conforming amendments.
