SB 143/LM (BR 1363) - C. Gibson
AN ACT relating to oversight of local government projects.
Create a new section of KRS Chapter 147A to direct the Department for Local Government (DLG) to ensure that the various funds under its jurisdiction are used appropriately and in the best interests of the citizens of the Commonwealth; require the recipient of each fund over $50,000 to file a quarterly report; authorize DLG to require a quarterly report from all other projects; require a completion report for all DLG projects; prohibit disbursement of funds to a project until the intended recipient has filed a request for disbursement fund and all necessary supporting documentation; direct DLG to monitor the progress and completion of each project receiving state funds; require the monitoring to include a determination that projects have complied with all statutory requirements; direct that excess project funds are returned to the relevant state fund account for reallocation; authorize DLG to promulgate administrative regulations to implement this section and establish the various forms required by the department.
