     AN ACT relating to independent contractors.
     Create new sections of KRS Chapter 342, relating to workers' compensation, to permit a person to apply to the Office of Workers' Claims for an independent contractor certificate; establish requirements and procedures for approval, application, renewal and revocation of such certificate; provide that a person holding an independent contractor certificate shall not be required to purchase a workers' compensation policy; create a presumption that the holder of a certificate is an independent contractor for purposes of workers' compensation; make certificate effective for one year; require executive director to promulgate administrative regulations to implement and administer provisions; amend KRS 342.990 to impose penalties including fine or imprisonment, or both, for violations; and make provisions effective January 1, 2008.
