     AN ACT relating to administrative law.
     Create new sections of KRS Chapter 13B relating to administrative proceedings and hearings to replace hearing officers with administrative law judges; create administrative law board to nominate administrative law judges and administer the administrative law judge program; set number, qualifications, salary and other matters relating to administrative law judges; provide for the appointment of administrative law judges by the Governor; provide for confirmation of administrative law judge appointees by the Senate; provide that state cabinets and independent executive branch agencies use and compensate administrative law judges; request the Supreme Court of Kentucky to authorize direct appeal of the decision of an administrative law judge to the Court of Appeals; amend executive branch statutes relating to hearing officers to substitute administrative law judges, set table for implementation of the administrative law judge program.
