     AN ACT relating to motor vehicles.
     Amend various sections of KRS Chapters 186 and 281A, and KRS 189A.200, to transfer the function of issuing operators' licenses and commercial drivers' license from the circuit clerk to the State Police; require the Commissioner of Vehicle Regulation, the Commissioner of the State Police, and the Director of the AOC to develop an implementation plan to be presented to the Interim Joint Committees on Transportation and Appropriations and Revenue by November 30, 2007; repeal KRS 186.5315; statutory changes EFFECTIVE JULY 1, 2008.
