SB 42/CI (BR 934) - R. Stivers II

     AN ACT relating to inmate recidivism reduction.
     Create new sections of KRS Chapter 197 relating to prisons, to permit the Department of Corrections to operate a Prison Industries Enhancement (PIE) program in which the labor of prisoners is leased to private entities to make products and perform services for private employers; create a commission to oversee the activities of the program.

SB 42 - AMENDMENTS


     SCS/CI - Retain original provisions; add requirement that the business leasing the labor include all associated payroll expenses such as taxes, workers' compensation, and a fee for processing the payroll as set by the Department of Corrections; require the Kentucky Prison Industries Enhancement Commission to require procedures for addressing the handling of injuries to inmates by workers' compensation or another program.

     SCA (1, R. Stivers II) - Delete language relating to insurance for prisoner injured in program and replace with a duty of the person leasing the labor of the prisoner to provide for workers' compensation coverage for the prisoner.

     SFA (1/Title, D. Mongiardo) - Make title amendment.

     SFA (2, D. Mongiardo) - Attach provisions of HB 67.
