SB 58 (BR 174) - D. Kelly
AN ACT relating to reorganization.
Amend various sections of the Kentucky Revised Statutes to confirm Executive Order 2006-680, dated June 19, 2006, to reorganize the Personnel Cabinet; rename the Office of Government Training as the Office for Employee and Organizational Development; rename the Governmental Services Center Authority as the Office for Employee and Organizational Development Authority; rename the Division of Communications and Recognition as the Division of Employee Services and Recognition; create the Office of Communications; create the Office of Human Resource Planning and Diversity Initiatives and create the Division of Equal Employment Opportunity and the Division of Diversity Relations within the office; create the Division of Human Resource Projects within the Department for Personnel Administration; create the Division of Insurance Administration, the Division of Financial and Data Services, and the Division of Member Benefits within the Department for Employee Insurance.
SB 58 - AMENDMENTS
SCA (1, D. Thayer) - Amend Section 2 of the bill to specify that the Office of the Secretary within the Personnel Cabinet be responsible for the promulgation of administrative regulations pursuant to the statutory authority granted to the secretary of the cabinet pursuant to the statutes.
SFA (1, D. Kelly) - Clarify that the provisions in Section 2 of this Act or in KRS 12.270 are not intended to limit or remove any powers granted under KRS Chapter 18A to the Personnel Board, nor shall it be construed to place the board under the control or direction of the Personnel Cabinet.
HFA (1, D. Graham) - Remove provisions changing the name of the Governmental Services Center to the Office for Employee and Organizational Development; remove provisions changing the name of the Office of Government Training to the Office for Employee and Organizational Development.
