SB 74 (BR 1030) - E. Harris, D. Boswell

     AN ACT relating to local government.
     Create a new section of KRS Chapter 147A to require the Department for Local Government to monitor and support telecommunications and information technology investments and adoption throughout Kentucky; permit the Department for Local Government to contract with a competent nonprofit organization; amend KRS 147A.021 to conform.

     SCS - Retain original provisions of bill, except clarify that no authority is given to the Department for Local Government over providers of telecommunications and information technology.

     SFA (1, E. Harris) - Delete all text beginning page 1, line 3 through page 2, line 7, replace "telecommunications" and "advanced telecommunications" with "broadband," except on page 1, line 12; beginning page 4, line 3, replace "telecommunications" with "broadband" beginning page 4, line 3.

     HCS - Retain original provisions, except replace "telecommunications" and "advanced telecommunications" with "broadband"; and specify that no implied authority, regulatory or otherwise, is given the Department for Local Government over providers of broadband and information technology.

     HFA (1, T. McKee) - Create a new section of KRS Chapter 75 to provide that if taxes were collected by a fire district when no taxes were due for the tax year beginning on January 1, 2005, any unrefunded tax moneys will not escheat to the state after two years after payment of the taxes but will be available for expenditure by the fire district board.
