     Direct the secretary of the Education Cabinet and the commissioner of education to appoint a working group to develop a multiphase plan to utilize career and technical education programs and facilities to help students understand the relevance of literacy, mathematics, technology, and science knowledge and skills, and to improve students' academic performance and mastery of skills that are needed for postsecondary education, career preparation, the military, and work.
