AN ACT relating to the operations, maintenance, support, and functioning of the executive branch of government of the Commonwealth of Kentucky, making an appropriation therefor, and declaring an emergency.
Amend KRS 177.010 to define "public highways"; Appropriate additional moneys to increase debt service for Western Kentucky Veterans' Center bonds; increase Military Affairs' restricted funds for debt service to support new agency bonds for Bluegrass Station; appropriate additional moneys to the Governor's Office for Local Development for debt service for Louisville Zoo-Glacier Run bonds, Muhammad Ali Center bonds, and Wolf Creek Dam/Lake Cumberland bonds and provide a grant for the financing of a Presidential debate; provide debt service to support new bonds for animal shelters; provide debt service for Kentucky River Locks and Dams Maintenance and Renovation Pool bonds from the general fund and reduce restricted funds for and debt service on its agency bonds; appropriate additional moneys to the Horse Park Commission for new debt service for Outdoor Stadium and Horse Park Roads and Pedways bonds; provide debt support for Upgrade HVAC Systems bonds under the State Fair Board; appropriate additional moneys to the Historical Society for a grant to the Frazier International History Museum; increase the Economic Development Cabinet - Financial Incentives debt service for new bonds in the Economic Development Bond Pool; provide debt service for On-Line Assessment bonds and Knowledge Management Portal bonds under the Department of Education - Operations and Support Services; appropriate additional moneys to the Finance and Administration Cabinet for a study on the condition of elementary and secondary school buildings; appropriate additional moneys to the Cabinet for Health and Family Services - Community Based Services for additional services required for children with intensive needs and provide debt service for Brooklawn Child and Family Services bonds; appropriate additional moneys to the Council on Postsecondary Education to provide debt service for new bonds for colleges and universities, research support and lab renovation at the University of Kentucky and University of Louisville, and information technology and equipment acquisitions; allow the Kentucky Community and Technical College System to convey its property in Covington to the Gateway Community and Technical College Foundation;
authorize the Transportation Cabinet to select up to 15 design/build demonstration road-related projects; authorize an amount not to exceed $9,000,000 of Road Fund resources to construct runway 9-27 at Bluegrass Field; authorize the Transportation Cabinet to begin work on the Crittenden Drive/Louisville Regional Airport Authority project; authorize an amount not to exceed $15,000,000 of Road Fund resources to upgrade and improve US 68; authorize an amount not to exceed $10,000,000 of Road Fund resources for safety-related projects; amend Part II - Capital Projects - Appropriations for Projects not Line-Itemized to add Wolf Creek Dam/Lake Cumberland, Capital Renewal and Maintenance Bond Pool, Postsecondary Education Institutions Technology and Equipment Pool, and Postsecondary Education Institutions Research Support/Lab Renovation and Equipment Pool; authorize a Community Development Fund Project in Pike County; EMERGENCY.
