AN ACT relating to water supply.
Amend KRS 278.020 to provide that a utility seeking a certificate of public convenience and necessity from the Public Service Commission for expansion of the utility demonstrate that measures have been implemented to minimize loss of water from leakage, there is a program of water conservation, the projections from drought demand have been adjusted to reflect the implementation of measures to minimize nonessential use, alternatives have been studied, and the construction is scaled in order to address demand in an incremental fashion; empower the Public Service Commission to direct that a utility accept and transport treated water that is compatible with the utility's water; amend KRS 278.516 to conform.
