AN ACT relating to incentives for teachers and making an appropriation therefor.
Create a new section of KRS Chapter 157 to require local school districts, under certain conditions, to provide a salary supplement to teachers of chemistry, physics, or mathematics and to teachers of chemistry, physics, or mathematics employed in schools with a high concentration of students eligible for free or reduced-price lunch; require the Education Professional Standards Board to promulgate administrative regulations; create a new section of KRS Chapter 158 to require that beginning no later than the 2009-2010 academic year, monetary rewards be distributed to teachers as specified for AP calculus, chemistry, and physics based on student test scores and eligibility for free or reduced-price lunch; limit the maximum annual aggregate award amount to $10,000 per teacher; specify that awards to teachers are a necessary government expense if the Department of Education's appropriations are insufficient establish that the monetary awards for teachers shall not be used in the calculation for contributions for KTRS; amend KRS 164.757 to include elementary teachers enrolled in postsecondary education mathematics classes as eligible recipients of the teacher certification loan fund; require the Education Professional Standards Board to establish an accelerated certification program for certified teachers to obtain additional certification in physics, chemistry, or mathematics; allow teachers enrolled in an accelerated certification program to be exempt from repayment of loans.
