     AN ACT relating to animals.
     Create a new section of KRS Chapter 258 to require spaying or neutering of dogs and cats as a prerequisite to release from a releasing agency; define "releasing agency" and "veterinarian"; establish spay-neuter requirements; allow for cooperative agreements between governing bodies, veterinarians; declare that no local spay-neuter ordinance shall be superseded.
