HB 314 (BR 861) - T. Moore

     AN ACT relating to postsecondary course credit.
     Create a new section of KRS 164 to convene working groups representing community and technical colleges and the four-year institutions to develop curriculum content and competencies; clarify which course credits will transfer and whether they shall be accepted in degree programs; require all public postsecondary institutions to utilize a common course-numbering system for courses with the same content and competencies; require the Council on Postsecondary Education to coordinate procedures to ensure that public postsecondary institutions inform students about which course credits earned at technical and community colleges will transfer and how the credits will be applied at four-year institutions; require dissemination of career pathway advising guides to assist students in technical programs to obtain a bachelor's degree; and require the Council on Postsecondary Education to make a recommendation to the Subcommittee on Postsecondary Education of the Interim Joint Committee on Education on whether there should be a cap on credit hours for associate and baccalaureate degrees.
