SB 26/CI (BR 455) - R. Stivers II, J. Rhoads
AN ACT relating to inmate recidivism reduction.
Create new sections of KRS Chapter 197, relating to prisons, to permit the Department of Corrections to operate a Prison Industries Enhancement (PIE) program in which the labor of prisoners is leased to private entities to make products and perform services for private employers; create a commission to oversee the activities of the program.
SB 26 - AMENDMENTS
SCS/CI - Retain original provisions except change provision relating to prison labor charges from Environmental and Public Protection Cabinet to Labor Cabinet; change provision relating to deductions from prisoner wages to specify deductions for taxes, family support, restitution, and victims' compensation fund and set limits on deductions; specify how deductions for court costs and fines are to be paid; require employer to comply with the National Environmental Policy Act.
