     AN ACT relating to Medicaid and declaring an emergency.
     Amend KRS 205.6320 to define the term "primary care case management,"; require existing regional Medicaid managed care partnerships to develop and establish an enhanced Primary Care Case Management (PCCM) Program by July 1, 2010, to replace the existing KenPAC program for at least 30 percent of all Medicaid recipients for whom services are provided under the existing KenPAC program in geographic areas to be identified by the regional Medicaid managed care partnerships; permit existing Medicaid managed care partnerships to subcontract with other entities to provide primary care case management services; require the Cabinet for Health and Family Services to provide a quarterly report on the implementation of the enhanced PCCM Program; require the cabinet to submit an application for a waiver if necessary; require the managed care organization to use the existing provider network of the Department for Medicaid Services and to meet the standards for access and quality; delete the provisions for an oversight and education program in the KenPAC system and a review of the feasibility of a demonstration project to allow health maintenance organizations to bid on the provision of services to KenPAC participants; EMERGENCY.
