Create a new section of KRS Chapter 109 providing definitions of "auxiliary container" and "local government"; creates a new section of KRS Chapter 109 prohibiting local governments from adopting ordinances or regulations concerning the use, prohibition of, or taxes upon auxiliary containers; create a new section of KRS Chapter 109 exempting certain facilities and properties of local governments.
