AN ACT relating to building inspections.
Create a new section of KRS 198B to mandate that the Department of Housing, Buildings and Construction establish a program, through administrative regulation, to send building inspectors with limited financial means to BOCA meetings for professional development purposes; create a new section of KRS Chapter 198B to mandate the department to set up a division, through administrative regulation, to provide various support services to inspectors inspecting one-and two-family dwellings; amend KRS 198B.040 to add to the Board of Housing, Building, and Construction's powers the ability to set up a financial incentive training program with funds coming from a surcharge on state plan review fees and local building permit fees; create a new section of KRS Chapter 198B to affirm the ability of inspectors to possess multiple certifications if all normal procedures are still adhered to.
HB 107 - AMENDMENTS
HCS/FN - Provide that the building inspector financial incentive training program and fund come from a one cent ($0.01) fee on Department for Housing, Buildings and Construction's plan review fees, and provide for administration of fund and program; delete all other former provisions of the bill.
HFA (1, L. Clark) - Limit income for the building inspector financial incentive and training fund only to the income from the department's plan review fees by not allowing gifts, grants, or other income.
