     AN ACT relating to education.
     Amend KRS 160.345, relating to school-based decision making, to delete the requirement that teacher members be Kentucky residents; permit a parent who is a district employee or a relative of a district employee to serve on the school council if the employee or relative is not working at the school; permit the council to establish consecutive terms; authorize the council to elect the chair, as opposed to requiring the principal to serve as chair; require the council to adopt its policy on facilitating committee participation when the committees are established; authorize the council to select personnel from a pool of applicants submitted by the superintendent, as opposed to the principal selecting personnel after council consultation; require both the council and the superintendent to evaluate a new principal during the principal's probation period; require the local board policy to address issues relating to the assessment of individual student progress under the state assessment program; increase the council's budget allocation for professional development from 65% to 85% and give the council full authority for planning; require the Office of Education Accountability to distribute its complaint procedure to all school districts, along with the form for filing a complaint, if someone interferes or circumvents teacher and parent involvement in the school decision making process; amend KRS 160.350 relating to the appointment of the superintendent, to require the local board to appoint the superintendent from a list of 3 recommendations from the screening committee; amend KRS 160.352, relating to the superintendent screening committee, to conform.
