HB 189 (BR 92) - M. Marzian
AN ACT relating to the establishment of a task force to study the nature and extent of the provision of health care services to children in school by school personnel who are not licensed, certified, or permitted to perform those health care services.
Create a new section of KRS Chapter 211 to define terms including "employee", "health care services", "person"; prohibit any board of education, superintendent of schools, or school administrator from requiring, directing, authorizing, or allowing an employee to perform health care services unless and until that employee has been properly licensed, certified, or permitted to perform those health care services by an appropriate licensing agency or board, except allow a licensed registered nurse to teach, delegate, and supervise the provision of health care services by an unlicensed person if, in the judgment of the delegating nurse, the service may be properly and safely performed by the delegated person; provide penalty.
HB 189 - AMENDMENTS
HCS - Delete everything after the enacting clause and instead direct the Legislative Research Commission to establish a seven-member task force to study the nature and extent of the provision of health care services to children in public elementary and secondary schools by school personnel who are not licensed, certified, or permitted to perform those health care services; require interim report submission by August 1, 1999, and final report of findings and recommendations to the year 2000 Regular Session of the General Assembly; sunset the task force; estimate cost of task force staff services at $12,500.
