HB 246 (BR 1109) - J. Richards
AN ACT proposing an amendment to Sections 36 and 42 of the Constitution of Kentucky relating to legislative sessions.
Propose an amendment to Section 36 of the Constitution of Kentucky to enable the General Assembly to convene for twenty-five days for odd-year interim sessions, limited to organizational matters and three items designated by the Governor, two items designated by the President of the Senate, and two items designated by the Speaker of the House; provide for submission to voters.
HB 246 - AMENDMENTS
HCS (1) - Specify that in odd-numbered years the General Assembly shall convene in organizational session for five legislative days and then adjourn until the first Tuesday in February where they shall convene for twenty-five (25) legislative days for the interim session; during the interim session there shall be one additional subject designated by the Minority Floor Leader in the House, and one additional subject designated by the Minority Floor Leader in the Senate.
HCS (2) - Delete provisions limiting subject matter of odd-year 25-day interim session, propose to amend Section 42 of the Kentucky Constitution to require that the interim session adjourn no later than March 30 of an odd-numbered year, and propose the language for the ballot question.
HCA (1, C. Geveden) - Make title amendment.
HFA (1, R. Damron) - Specify that during an interim session, the General Assembly has same powers as during a regular session; provide that bills not passed in the interim session retain their place for the next regular session.
HFA (2, R. Damron) - Add proposed amendment to Section 80 of the Constitution to permit the General Assembly, during a special session, to add additional topics to the call by joint resolution passed by a majority of the members elected to each house.
HFA (3, R. Damron) - Provide that during an interim session a legislative day is a day on which at least one House of the General Assembly meets but does not include a day on which only committees meet, but is a day on which members are paid for attending committee meetings.
HFA (4, R. Damron) - Change title to reflect proposed amendment of Sections 36, 42, and 80 of the Constitution of Kentucky.
SFA (1, G. Williams) - Limit service in the General Assembly to twelve consecutive annual sessions.
