HB 254 (BR 970) - M. Marzian, S. Johns, E. Jordan

     AN ACT relating to bicycle safety.
     Amend KRS 189.287 to require the use of a helmet by any bicycle operator or passenger under the age of fourteen (14); make technical corrections; amend KRS 189.287 and KRS 189.990 to make violations punishable by a twenty-five dollar ($25) fine for each offense.

HB 254 - AMENDMENTS


     HCS - Amend KRS 189.287 to require person under age 14 to wear safety helmet when operating or riding a bicyle; delete reference to fine for violation.
     HFA (1, H. Collins) - Retain orginial provisions except apply only to counties with a population exceeding 40,000
     HFA (2, H. Collins) - Retain original provisions except apply only to cities of the first and second class.
     HFA (3, M. Marzian) - Delete all provisions of introduced bill and instead mandate only that any person under the age of fourteen not operate or ride a bicycle on a public road unless the person wears a helmet meeting or exceeding specified standards.
     HFA (4, A. Maricle) - Amend to add a new subsection (3) of section 1, requiring skateboarders under the age of fourteen to wear helmets; delete section 2 of the bill.
     HFA (5, A. Maricle) - Amend subsection (1) of section 1 to require that bicyclists under the age of 14 wear a mouthpiece; delete section 2 in its entirety.
     HFA (6, A. Maricle) - Amend by deleting subsection (1) of section 1 and inserting a new subsection (1) allowing local governments to pass ordinances requiring helmet use by bicyclists under the age of fourteen; delete section 2 in its entirety.
     HFA (7, A. Maricle) - Amend subsection (1) of section 1 to require that bicyclists under the age of 14 wear knee, elbow, and shoulder pads; delete section 2 in its entirety.
     HFA (8, A. Maricle) - Amend to add a new subsection (3) of section 1, requiring swimmers under the age of fourteen to wear helmets; delete section 2 of the bill.
     HFA (9/Title, A. Maricle) - Make title amendment.
