AN ACT relating to the financing of medical care.
     Create new section of KRS Chapter 141 to provide for establishment of medical savings accounts in accordance with 26 U.S.C. section 220 and provide that an individual may exclude amounts contributed to or distributed from the medical savings account on behalf of an individual, spouse, or dependent, to the extent provided in 26 U.S.C. section 220, and an individual's employer may exclude any amounts contributed to a medical savings account on behalf of an employee, the employee's spouse, or dependent of the employee, to the extent provided in 26 U.S.C. section 220; Amend KRS 304.17A-160 to provide that the Department of Insurance shall establish a standard health benefit plan which is a high deductible health plan as defined by 26 U.S.C. section 220.
