AN ACT relating to towing.
     Create a new section of KRS Chapter 281, relating to motor carriers, to establish minimum standards for tow truck operators providing recovery, towing, or storage services for law enforcement agencies and government agencies; require a written contract based on bids or a rotation list; require the tow truck operator to maintain a secure storage facility for towed vehicles; require each tow truck to undergo a safety inspection; establish classes of tow trucks based upon their size and capacity for towing; require drivers to have a Level One or Level Two certificate issued by the National Driver's Certification Program, in addition to a CDL; prohibit a tow truck from towing or attempting to tow any vehicle that has a greater gross vehicle weight rating than that of the tow truck.
