AN ACT relating to crimes and punishments.
     Create a new section of KRS Chapter 532 to create the crime of ethnic intimidation and to enhance penalties for various criminal offenses by one degree if race was a factor in the commission of the offense; create a new section of KRS Chapter 525 to create the crime of institutional vandalism as a Class D felony; create a new section of KRS Chapter 431 to permit victim of ethnic intimidation or institutional vandalism to collect compensatory and punitive damages; create a new section of KRS Chapter 346, relating to crime victim compensation, to permit a person who has been injured as a result of ethnic intimidation to be eligible for crime victim compensation.
