AN ACT relating to executive branch ethics.
     Amend KRS 11A.010 to delete other management personnel with procurement authority from the definition of "officer"; amend KRS 11A.050, relating to filing financial disclosure statements, to require each filer who occupies his position during any portion of a calendar year to file the statement for that entire calendar year on or before April 15 of the following year, whether or not he remains in state employment; make various changes in the information required in the financial disclosure statement; amend KRS 11A.990 to modify the penalty for failure to file a financial disclosure statement by the specified date as follows: require a civil penalty of up to $100 per day to a maximum of $5000 and, for officers or public servants remaining on the state payroll, to require the penalty to be deducted from his salary, which shall not be recoverable under Section 235 of the Constitution of Kentucky.
