AN ACT relating to zoning.
     Amend KRS 100.111 relating to zoning to define the term "downzoning"; create a new section of KRS Chapter 100 to establish the liability of a local government for damages to a property owner if the local government "downzones" property over the objection of the property owner; amend KRS 100.273 to conform.
