AN ACT relating to the evaluation of certified employees.
Amend KRS 156.101 to permit a local school district to request a waiver from the Kentucky Board of Education from its administrative regulations and guidelines relating to evaluation of certified employees to allow a district to adopt a three-phase plan that provides two main categories of evaluation: "evaluation for professional growth" and "evaluation for deficiency" linked by a transition phase.
HB 396 - AMENDMENTS
HCS - Retain the original provisions of the bill and modify the new language in subsection (7) of the bill, relating to written notices of potential termination, notwithstanding KRS 161.760; modify the language that only the summative evaluation is subject to appeal; and in subsection (11) add language that the right of appeal applies only to summative evaluation of Phase Three (3) in those districts that have alternative plans.
