HB 435 (BR 1557) - F. Curd, B. Colter, K. Stein

     AN ACT relating to education.
     Create a new section of KRS Chapter 158, to define home study program; require the parent or guardian to submit a declaration of intent to provide a home study program within 30 days after its establishment and annually thereafter; remove the exemption to attendance laws for a student enrolled in a home study program if there is pending public school disciplinary action; require the parent to possess a high school diploma or a general educational development equivalency diploma; amend KRS 159.030 to exempt students enrolled and in regular attendance in a home study program from the requirements relating to compulsory school attendance; amend KRS 159.040 to require home study programs to keep attendance and make regular scholarship reports; require the director of pupil personnel to visit all home study programs in the district at least once during each school year to review attendance and scholarship reports and define scholarships; amend KRS 158.080 to require that home study program instruction be in English and in certain subjects; amend KRS 159.051 to revoke or deny a driver's license for 3 months when a student enrolled in a home study program has been reported by the superintendent of a local district as academically deficient or deemed to have dropped out of school during the current or preceding semester; amend KRS 186.440 to conform.
