AN ACT proposing to amend Section 170 of the Constitution of Kentucky relating to the finances of the Commonwealth.
     Propose to amend Section 170 of the Constitution of Kentucky to exempt unmined minerals and intangible personal property, except intangible personal property of savings and loan associations, public service companies, domestic life insurance companies, and franchises of corporations doing business in this state, from property taxation; submit to voters.
