AN ACT relating to deputy sheriff merit boards in counties containing a city of the first class.
Create a new section of KRS Chapter 70 to provide that a deputy sheriff merit board created by a county containing a city of the first class is authorized to issue rules as necessary on a variety of topics including qualifications of deputy sheriffs, appointment, promotion, demotion, transfer, suspension, probation, and removal of deputy sheriffs; require a deputy sheriff merit board to publish the text of every rule within three (3) days of its adoption; require rule to be supplied to the county judge/executive, fiscal court, and the sheriff with one (1) copy of the rule posted in the office of the sheriff; establish a chief examiner to formulate, administer, and score all written tests as required by the board for original appointment and for promotion; provide that for the oral portion of the test the chief examiner shall select a panel of three (3) members to conduct the oral examination; establish scoring for the examination; require ninety (90) days notice prior to the examination; specify that promotions shall be filled by the sheriff who shall select from a list of not more than three (3) candidates scoring highest on the appropriate eligibility test.
