AN ACT relating to animal control and making an appropriation therefor.
Create a new section of KRS Chapter 139 to impose a pet foods surtax on dog and cat food, use surtax to develop animal control and care programs, describe how moneys from the pet foods surtax shall be distributed, and have the pet foods surtax expire on December 31, 2028; amend KRS 139.020, 139.050, 139.220, 139.230, and 139.560 to conform; amend KRS 139.570 to exempt the pet foods surtax from being subject to the collection fee by the taxpayer; create a new section of KRS 258.095 to 258.365 to create an Animal Control Advisory Board and give duties and makeup of the board; create a new section of KRS 258.095 to 258.365 to create an Animal Control and Care Fund in the State Treasury, describe how money shall be allocated from the fund, define "animal control and care program", describe eligibility requirements to receive money from the fund, and require Commissioner of Agriculture to promulgate administrative regulations relating to the fund; create a new section of KRS 258.095 to 258.365 to create an Animal Shelter Trust Fund in the State Treasury, describe how money in the fund shall be deposited and invested, and describe how money shall be allocated from the fund; include noncodified language to describe initial term limits of Animal Control Advisory Board members.

SFA (2, B. Metcalf) - Delete language concerning preexposure rabies vaccinations through local health departments; delete language assigning direct or implied costs to local health departments for quarantining and testing of potentially rabid pets; and add language permitting home quarantine.
