AN ACT relating to school finance.
     Amend KRS 160.345 to clarify language regarding the prohibition of a superintendent of schools from recommending any expenditure of funds to a local board of education that would put the district in deficit; add the words "to incur liability" to the language regarding prohibitions of a board of education during a state of emergency; state that an emergency state shall be limited to not less than one (1) fiscal year; make technical changes to conform.
