AN ACT relating to air transportation funding and declaring an emergency.
     Create a new section of KRS Chapter 183 to provide that the general fund appropriation for the air transportation budget unit within the Transportation Cabinet shall be a general fund appropriation from the sales and use tax levy on jet fuel; provide that the Office of Financial Management and Economic Analysis is to estimate general fund revenues from the sales and use tax levy on jet fuel; provide that the Office of Financial Management and Economic Analysis is to calculate the percentage of revenue that would provide the general fund appropriation for the air transportation unit in the Transportation Cabinet in the enacted State/Executive Branch Budget; provide that the percentage appropriated to the air transportation unit is to increase five percent a year beginning with fiscal year 2000-2001 and each year thereafter until the percentage reaches 100%; amend KRS 139.020 to provide that sales and use tax revenue can be appropriated and used as provided for in Section 1; declare an emergency.
