AN ACT relating to the fair and reliable imposition of capital sentences.
     Create a new section of KRS 532 to prohibit execution of a person when evidence shows racial bias in prosecution or sentencing and require defendant to file notice the claim of racial bias at the pretrial conference, stating how it relates particularly to his case; create a new section of KRS Chapter 532 to require that the Act not apply to sentences imposed prior to the effective date of the Act; designate Act as the Kentucky Racial Justice Act.
