HB 566 (BR 2057) - De. Butler, J. Callahan, L. Clark, M. Marzian, C. Miller, A. Simpson

     AN ACT relating to horse racing.
     Amend KRS 230.380 to require that commission from wagers at simulcast facilities that is dedicated to breeders' award fund be split evenly between host track and purses at host track; repeal KRS 230.217.

HB 566 - AMENDMENTS


     HCS/P - Retain the provisions of HB 566 but redistribute the commissions from wagering at simulcast facilities as follows: 30% to host track; 46.5% to purses at the host track; 13.5 % to simulcast facility owners for expenses; 6% to the Kentucky Thoroughbred Owners and Breeders, with up to 3% to be used for capital improvements and promotion of off-track betting, and the remainder to be expended for marketing and promoting the Kentucky thoroughbred industry; and 4% to the Racing Commission to be used for purses at county fairs and for the standardbred sires stakes program; require the KTOB to report annually to the commission; attach the provisions of HB 395/HCS with HFA 1 and add language permitting noncontiguous facilities within the protected geographic areas, with written approval of any track or simulcast facility affected; attach the provisions of HB 40/PHS 1; and attach the provisions of HB 686.
     HFA (1, J. Barrows) - Delete section that repeals KRS 230.217, Breeders' award fund -- Breeders'Award Committee.
