AN ACT relating to absentee voting and declaring an emergency.
Amend KRS 117.085 to allow a Kentucky resident who is a member of the Armed Forces, a dependent of a member of the Armed Forces, or a citizen residing overseas to transmit an application for an absentee ballot by facsimile machine and to allow the county clerk to transmit an absentee ballot to the voter by facsimile machine; and amend KRS 117.086 to provide that a military or overseas voter who has received an absentee ballot by facsimile transmission must mail the voted ballot to the county clerk, instead of faxing it, conforming with ballot security requirements that the State Board of Elections may provide by administrative regulation.
